An application to approve the applicant's proposed construction project of two (2) new sequencing batch reactors (SBR), new tertiary filter, new ultraviolet disinfection, and ancillary equipment to increase the design hydraulic capacity to 55,000 gallons per day (gpd) average (0.55 million gallons per day (mgd)), 82,500 gpd (0.0825 mgd) peak, and organic capacity to 80 pounds per day 5 day Carbonaceous Biochemical Oxygen Demand (CBOD5). Currently, the wastewater treatment plant (WWTP) is not able to meet its current National Pollutant Discharge Elimination System (NPDES) Permit limits for Total Nitrogen due to an increased organic and hydraulic loading to the WWTP that currently exceeds the original design. The WWTP will continue to discharge treated effluent into Jordan Creek, a tributary of the Lehigh River, at River Mile 183.7 - 16.3 - 8.6 (Delaware River - Lehigh River - Jordan Creek), via Outfall No. 001, located in South Whitehall Township, Lehigh County, Pennsylvania, within the drainage area of the section of the non-tidal Delaware River known as the Lower Delaware, which is classified as Special Pr
